New EPA Rule will decimate the market for pre-1978 houses, making repairs on these structures cost three times more. The burden of compliance for remediating a product that has been prohibited from use for 32 years is falling on the small business contractors now, who must become certified, use elaborate procedures, and disposal methods starting April 22, 2010 or face fines of $32,000 per day.
